Notice of Rules Hearing

Public hearing to receive comments from interested persons concerning the following rules proposed by the Texas Higher Education Coordinating Board (Coordinating Board): Texas Administrative Code, Title 19, Part 1, Chapter 13, Subchapter P, §13.465 (Restrictions on Exemptions and Waivers, published in the August 29, 2025, issue of the Texas Register) and Subchapter K, §§13.191 – 13.203 (Determination of Resident Status, published in the September 5, 2025, issue of the Texas Register).

Any interested person may appear and offer comments or statements, in writing or orally. Oral comments will have a three-minute time limit. Organizations, associations, or groups are encouraged to present their commonly held views or similar comments through a representative member when possible.

Written materials may be provided to the Coordinating Board: in hard-copy at the hearing; to Charles W. Contéro-Puls, Assistant Commissioner for Student Financial Aid Programs, Texas Higher Education Coordinating Board at P.O. Box 12788, Austin, Texas 78711-2788; or via email at SFAPPolicy@highered.texas.gov.

All persons and organizations wishing to provide comments orally must register, and public comments will be taken in the order of registration. The Coordinating Board encourages registration be completed 24 hours before the hearing via the Coordinating Board’s online testimony form, at https://forms.thecb.state.tx.us/forms/publictestimonyregistration. In the field for “Agency Item # & Subject Matter,” please enter “Proposed Residency-Related Rules.” There will also be an opportunity to register in person at the hearing, between 9:00AM and 10:00AM.

While any person with pertinent comments or statements who is registered as set forth above will be granted the opportunity to present them during the course of the hearing, comments by persons and organizations will be limited to three minutes each to ensure all interested parties are heard.
