Texas Leadership Scholars Program
Overview
The Texas Leadership Scholars (TLS) program is a state-funded, premier scholarship initiative. Selected students receive a full ride to a Texas public university and benefit from a peer network, mentoring, leadership development, and other opportunities to help unlock their potential.
Eligibility
The Texas Leadership Scholars program seeks high-achieving students with demonstrated financial need, leadership in their high school community, and academic success.

Rules
Texas Education Code, Chapter 61, Subchapter T-3, Sections 61.891-61.897, requires the Texas Higher Education Coordinating Board to adopt rules relating to the administration of the program, including rules providing for the amount and permissible uses of a scholarship awarded under the program.
The Texas Higher Education Coordinating Board has adopted rules in the Texas Administrative Code, Title 19, Part 1, Chapter 22, Subchapter N.
History and Impact
The TLS program started in 2022 with 18 participating institutions. It has now expanded to include 31 institutions for Cohort 5. THECB has awarded scholarships to more than 1,100 students at 26 institutions across four successful cohorts. These dedicated scholars showcase remarkable outcomes and continue to demonstrate leadership in their communities. Current award recipients have an average persistence rate of 92% for students in Cohorts 1-4.
