SB 3039: Updates to Statewide Transfer Policy
Guidance for implementing Senate Bill 3039, legislation that outlines new requirements to enhance transfer transparency, consistency, and student support across Texas public higher education, including transfer liaisons, clearer public information, and expanded reporting, aimed at improving efficiency, reducing excess credit, and helping students navigate pathways more effectively.

Lower-Division Academic Course Guide Manual (ACGM)
The ACGM serves as the academic course inventory for all community, state, and technical colleges in Texas.
Programs of Study work to align college and career readiness standards and career and technical education standards with the knowledge, skills, and abilities students are expected to demonstrate. Programs of study incorporate multiple entry and exit points, which include industry-recognized certifications, Associate of Applied Science (AAS) degrees, and credit transfer agreements between community colleges. All courses in the Program of Study curricula must be adopted as published unless otherwise noted on the curriculum page.
Senate Bill 25 was passed by the 86th Texas Legislature and requires institutions to submit at least one recommended course sequence for each undergraduate certificate or degree to the Texas Higher Education Coordinating Board beginning fall 2021.
The TCC is a 42 semester credit hour (SCH) core curriculum for all undergraduate students in Texas. Each institution’s core curriculum includes a statement of purpose, six core objectives, and nine common component areas.
Texas Direct & Field of Study Curriculum
Texas Direct is a type of associate degree that provides seamless transfer pathways between two- and four-year institutions. Texas Direct degrees include a Field of Study Curriculum (FOSC) and the Core Curriculum. FOSC is a set of courses that fulfill lower-division (freshman and sophomore) requirements for a specific major/degree plan.
Transfer Disputes
Texas Education Code requires that any unresolved credit denial of Core Curriculum or Field of Study course credit be submitted to the Coordinating Board by the denying/receiving institution for a final determination. Students and sending institutions may also submit unresolved disputes.

Transfer Liaisons
Texas Education Code requires that each institution designate at least one full-time employee to serve as a transfer liaison that ensures current, former and prospective transfer students receive appropriate support and resources. And institution should submit new transfer liaisons/changes to liaisons using the form below.

Upper-Division Course Manual (UDCM)
The Upper-Division Course Manual (UDCM) provides a searchable web-based inventory of upper-division courses approved for colleges that are authorized to offer baccalaureate degrees.
