Colt McCoy serves the Texas Higher Education Coordinating Board by contributing to statewide leadership and strategic discussions focused on expanding access, strengthening workforce alignment, and supporting student success across public higher education. He brings a business-informed perspective to policy and planning efforts that impact colleges, universities, and communities throughout Texas.

McCoy has a background in leadership and organizational development and brings extensive experience working across sectors to advance shared goals. His professional work emphasizes long-term thinking, accountability, and collaboration, with a particular focus on the role higher education plays in preparing talent, driving economic growth, and sustaining strong local communities.

In addition to his public service, McCoy is a founding Partner at HPI in Fort Worth, where he serves as Managing Partner and supports office and industrial investment and development in the region. His private-sector experience informs his approach to higher education governance by connecting academic outcomes with workforce needs and regional economic development.

McCoy earned a Bachelor of Business Management degree from The University of Texas at Austin. His experience as a student and alumnus of a public research university shapes his commitment to ensuring Texas students have access to high-quality, affordable education that leads to meaningful career opportunities.

He lives in Fort Worth with his wife and their four children and remains actively engaged in education, mentorship, and community-focused initiatives across the state.
