Intent
The goal of the Texas Reskilling and Upskilling through Education (TRUE) Grant Program is to support public higher education institutions to create, redesign and expand short-term career training and education programs in high-demand occupations.
TRUE Grant Program funding will be awarded competitively through a Request-For-Applications (RFA) process. The projects proposed are required to be for career training and education programs shorter than six months in duration, industry-aligned, in high-demand fields, and developed with the participation of key workforce actors such as employers, workforce boards, economic development corporations, and trade associations.
Eligibility
- Public lower division institutions of higher education; or
- A consortium of two or more public lower division institutions of higher education.
- A workforce entity that partners with a public lower division institution of higher education or a consortium of lower-division institutions of higher education. For purposes of this RFA, a workforce entity is defined as a local chamber of commerce, trade association, or economic development corporation. The lower division institution of higher education must serve as the primary grant holder and fiscal agent on any such grant.
How to Apply
Accepting Applications
To apply for the TRUE 2026 Grant, organizations and organization representatives new to the THECB Online Grants Management System are required to create a new user account before initiating a grant application.
All submissions must be complete (inclusive of required signatures, acknowledgments, required attachments, etc.) and received by the posted due date. Incomplete and late submissions will not be considered for award.
Application Information
Contingent upon the amount of appropriation available, award sizes will be based on submitted applications and will be for up to $500,000 for single grantees and up to $800,000 for consortium grants. THECB expects to award approximately 20 grants.
Awards are made based on rank order of reviewed applications until the allocated annual funding is exhausted.
Applicants can submit a maximum of two applications: one single institution application and one consortium application.

Rules and Regulations
The Texas Legislature established TRUE during the 87th Texas Legislature Regular Session, as codified in Texas Education Code §§61.881-.886. The program is administered by the THECB under general grant provision: Title 19, Part 1, Chapter 10, Subchapter A, §§10.1-10.8, under program rules: Title 19, Part 1, Chapter 10, Subchapter SS, §10.890-10.898.
