Funding Models
FY 2026
FY 2026 Adjusted February Payment Runs. The FY 2026 Adjusted February Payment Runs document shows the funding amounts community colleges can expect for the February 2026 payments. Refer to the February 23, 2026, memo “Disbursement of February Community College Payment” for details about the methodology used to calculate the adjusted payments.
FY 2026 Final Foundation Funding Runs. The FY 2026 Final Funding Runs show each college’s minimum FY 2026 formula funding allocations (assuming no errors) and how they differ from FY 2025 amounts. These initial allocations include the FY 2026 Foundation Payment (from the FY 2026 Funding Model below) and FY 2025 Projected Settle-Up Adjustment (from the FY 2025 Projected Settle-Up Model below), which accounts for the update to FY 2025 performance funding with new data but does not include estimates of the February Dynamic Adjustment.
FY 2026 Foundation Forecasting – Stakeholder Guide. The stakeholder guide is a companion tool for the FY 2026 Performance Tier foundation forecasting program. It provides step-by-step instructions for running the FY 2025 and FY 2026 forecasting R Markdown (.Rmd) files in RStudio to generate student outcome forecasts. The guide is designed for stakeholders with limited R experience.
FY 2025 Projected Settle-Up. This downloadable file shows college-level recalculation of FY 2025 performance funding amounts using updated 2024 data. The difference between recalculated performance funding and net FY 2025 performance funding disbursements to date is the Projected Settle-Up Adjustment, which is an input to FY 2026 funding as reflected in the FY 2026 Final Funding Model and Final Funding Runs above.
FY 2026 Final Formula Funding Model. This downloadable file shows statewide and college-level minimum state funding amounts and the disbursement schedule for FY 2026 with supporting data and calculations.
FY 2025
Formula Funding Runs. Statewide and school-level funding allocations for FY 2025 are available. Access information about total funding, performance outcome detail, Base Tier funding detail, and other factors that drive the forecasted allocations.
Dynamic Adjustment Model: The FY 2025 dynamic adjustment model recalculates FY 2025 performance funding with the FY 2024 actual outcomes data in place of projected values. It shows the additional February funding amounts relative to the foundation payment for colleges whose performance exceeded projections. Assuming no changes to the FY 2024 outcomes data, any negative differences between foundation payment performance funding and recalculated performance funding will be applied to the October 2025 (FY 2026) payment.
Close-Out Funding Model: The FY 2024 close-out model recalculates FY 2024 funding amounts using the most up-to-date certified data to ensure the results reflect all necessary updates/corrections and compares the recalculated values to FY 2024 disbursements. The close-out adjustment adds the difference (whether positive or negative) to the October payment of FY 2025 funding.

Performance Visualization Tool: This Excel dashboard provides insights into the performance outcomes with historical trendlines for each outcome, as well as performance funding for FY 2025 compared to FY 2024.
Financial Simulation tool: This tool assists community colleges in Texas in analyzing the fiscal implications of differences between projected and actual performance outcomes.

Dynamic Structure/Timeline: This timeline illustrates the dynamic structure of the community college finance program for FY 25-FY 27, showing when schools can expect payments, data availability, funding adjustments, fiscal year close out, and the duration of the 89th Texas Legislative session.
Credential of Value Premium: Threshold Year for FY 2023 Awards for FY 2025 Funding: Institutions will receive additional Performance Tier funding for each student who earns a credential of value and who is projected to achieve a positive return on investment at or before the published target year when most students in comparable programs are projected to reach a positive return on investment. The threshold year can vary by degree type, program area, and year the award was conferred. Refer to Texas Administrative Code Rule 13.556(c) for details on Credential of Value Premium.
