Public Testimony

The Texas Higher Education Coordinating Board (THECB) generally holds its regular meetings on the fourth Thursday of every January, April, July, and October. Board committee meetings are generally held the fourth Wednesday of every January, April, July, and October. Notice is provided in advance of the time and location of all public meetings through the Texas Register.

Guidelines for Written Testimony

Written testimony, in lieu of oral testimony, may be submitted by mail, fax (downloadable Word document) or online using the public testimony forms. Deadline to submit written testimony is 24 hours prior to the meeting. Exceptions can be made at the discretion of the presiding chair. All written testimony will be publicly posted to the THECB website.

Guidelines for Oral Testimony

Registering to testify: Individuals wishing to testify must register via mail, fax, online using the online public testimony form, or by contacting Mary Mitchell at 512-427-6566 or Mary.Mitchell@highered.texas.gov at least 24 hours prior to the meeting. Exceptions can be made at the discretion of the presiding chair.

Order of testimony: The order of public testimony shall be in the order in which individuals signed up to speak on the various agenda items. The presiding chair shall designate whether oral public testimony shall be taken at the beginning of the meeting, at the time the related item is taken up by the Board after staff has presented the item, or any other time as determined by the presiding chair. Individuals may only provide testimony relating to an item on the agenda.

Time limits: Testimony by individuals and organizations is limited to three minutes, unless otherwise stated in advance by the presiding chair. Only one representative per organization will be allowed to speak.

Testifying: Individuals testifying are asked to state their name and organization (if applicable) for the record. When called to testify, individuals must begin their testimony by stating “For the record my name is ______ and I am representing _______.”

Providing handouts to supplement oral testimony: When a person is called to testify, he/she shall provide one copy of the handout(s), if any, to THECB staff. If individuals wish to provide the handout(s) to all Board members, 10 additional copies must be provided to THECB staff for distribution.

Special accommodations: Individuals who may require auxiliary aids or services for this meeting should contact Glenn Tramel, ADA Coordinator, at 512-427-6193 or Glenn.Tramel@highered.texas.gov at least five days before the meeting so that appropriate arrangements can be made.
