The Minority Health Research and Education Grant Program (MHGP) provides funding to eligible institutions of higher education to conduct research and educational programs on public health issues affecting one or more minority groups in Texas. MHGP was established by the 76th Texas Legislature in 1999 and codified in Texas Education Code, Sections 63.301-63.302. It is funded with proceeds from the Texas Tobacco Lawsuit Settlement. Coordinating Board rules regarding the program are in the Texas Administrative Code, Title 19, Part 1, Chapter 6, Subchapter C, Section 6.74.
