Funding & Appropriations

Overviews providing summaries of how the state of Texas appropriates the majority of funds to state agencies and institutions of higher education through a biennial General Appropriations Act. Also includes analysis that estimates the allocation of appropriations using the information reported by the institutions to the THECB.

Sources and Uses

Sources and Uses reports provide annual financial report information by fund group for Texas public institutions of higher education (excluding community colleges). Excel workbooks for Sources and Uses and Research Expenditures are also provided by institution type.

Community College Financial Condition Report

An overall financial health analysis of Texas public community colleges intended as a general financial evaluation.

Expenditure Study

Includes General Academic Institutions Expenditure Study and Community and Technical Colleges Report of Fundable Operating Expenses.

Formula Funding Recommendations

The Board is mandated to present formula funding recommendations to the Legislative Budget Board on June 1 of even years.

Tuition and fees data are provided by Texas public higher education institution type.

Section 63 Report

A report and associated data in relation to General Appropriations Act, Senate Bill 1, Article III, Section 63, 87th Texas Legislature, Regular Session that requires the Legislative Budget Board and the Coordinating Board to produce a report on COVID-19 related federal aid money to public institutions of higher education.

Exemptions and Waivers

Resources used for specific programs that could eliminate, reduce, or waive tuition and fees for individuals who meet certain eligibility criteria while attending public institutions of higher education in Texas.
