Mission

The mission of the Division of Digital Learning (DDL) is to provide leadership and advocacy for digital learning in higher education and promote, sustain, and advance a quality digital learner , positioning Texas as a world leader and resulting in globally competitive digitally proficient citizens.

Learning Technology Advisory Committee (LTAC)

The Learning Technology Advisory Committee (LTAC) engages in substantive policy research and discussion regarding the role that learning technology plays in Texas higher education. LTAC also reviews institutional proposals for doctoral programs offered via distance education. The LTAC informs the Coordinating Board about how distance education and computer instruction, including e-learning tools such as electronic textbooks and open course materials, can help the state reach the goals of Building a Talent Strong Texas.

OERTX Digital Repository

The OERTX Repository is a public digital library of open educational resources for higher education. The repository contains freely available and readily customizable open educational resources (OER) for educators and learners and fosters OER community engagements through groups and professional networking hubs.

Digital Learning Grants

OER Course Development and Implementation Grant Program (funded by Government Emergency Education Relief funds)

The OER Course Development and Implementation Grant Program is a competitive program established to enhance quality in online course offerings and reduce the costs of educational materials for students at Texas public and independent institutions of higher education through matching grants to support the development of new OER for online delivery and/or the redesign of courses using existing OER. The OER Course Development and Implementation Grant Program stems from the allocation of $175 million provided to THECB from the Governor’s Emergency Educational Relief (GEER) Fund. GEER dollars, in turn, originate from the U.S. Department of Education’s administration of the Education Stabilization Fund in the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020. The CARES Act (HR 748/S 3548 of the 116th Congress) was signed into law on March 27, 2020.

Open Educational Resource Grant Program (funded by state appropriation)

Senate Bill 810, 85th Texas Legislature, Regular Session, established the Open Educational Resources Grant Program, which was designed to incentivize faculty at Texas institutions of higher education to adopt, modify, redesign, or develop courses that use only open educational resources.

Open Texas 2021 Conference

The Texas Digital Library (TDL), Texas Higher Education Coordinating Board, and the Digital Higher Education Consortium of Texas (DigiTex) jointly organize the annual Open Texas conference to convene librarians, faculty, administrators, and other open education practitioners and advocates in Texas.

The Open Education Texas convening offered insight into open education resource policy and practice at the state and national levels and showcased findings from the “OER in Texas Higher Education Landscape Survey.” The use of OER contributes to increased collaboration, enhances student success, and addresses equity and affordability.

OER Landscape Survey Report

The “Open Education Resources (OER) in Texas Higher Education” landscape survey report presents the results of an independent survey commissioned by  DigiTex, in collaboration with the Texas Higher Education Coordinating Board, and conducted by the Institute for the Study of Knowledge Management in Education to examine the landscape of OER programs, policies, and practices at higher education institutions in Texas.

OER State Grant Legislative Report

Senate Bill 810, 85th Texas Legislature, Regular Session, established the Open Educational Resources Grant Program, which was designed to incentivize faculty at Texas institutions of higher education to adopt, modify, redesign, or develop courses that use only open educational resources. A progress report for the grant program is due to the Texas Legislature annually on October 1.
