Funding Overviews

The state of Texas appropriates the majority of funds to state agencies and institutions of higher education through a biennial General Appropriations Act. The majority of those appropriations are allocated to institutions of higher education using funding formulas, which vary by sector. The first overview below summarizes the act to show appropriations to higher education in relation to the other state agencies from both an “All Funds” and “General Revenue” perspective. The workbook includes summaries of all agencies and institutions, education, higher education by system and institution, special items, institutional enhancement, tuition revenue bonds, and tobacco settlement earnings. The second overview summarizes the formula appropriations from both an “All Funds” and “General Revenue” perspective. The workbook includes summaries by sector, system, institution, and formula.
